Contractor shall provide all labor, materials, equipment, and supervision necessary to execute a design-build project to replace and upgrade the end-of-life HVAC system in Building 462. The work includes complete system design, removal of existing HVAC components, and installation of a fully functional, upgraded HVAC system that meets all applicable performance and operational requirements. Due to the specialized nature of the work, the prime contractor is required to self-perform at least 25 percent of the cost of the contract, excluding materials, ensuring compliance with subcontracting limitations for specialty trade construction. All questions and RFIs regarding this solicitation must be submitted in writing via email to the Contract Specialist no later than Thursday, July 23, 2026, at 2:00 PM (Local Time). A. This is a Design-Build project to replace end -of-life HVAC components in B462, including air handlers, compressors, suction pumps, chillers, and the control system, to restore reliable environmental control for PMEL operations. The project is comprised of one building on Tyndall AFB and the related disciplines of work as specific tasks in Scope of Work (Appendix A). The Design-Build Team will consist of a Construction and design team Designer of Record (DOR) that shall perform the services herein and as described in this Statement of Work (SOW). B. The Contractor shall be responsible for all professional services, A/E design, permits, equipment, labor, tools, materials, and ancillary items necessary to complete the tasks defined by the SOW, including the disposal of all resulting waste materials and project clean up. The performed tasks shall be based on the project description, other data furnished in this SOW, and information covered during kick-off meeting. C. Repair B462 HVAC Systems B. HVAC systems will be repaired by replacement of major components as part of overall project including: a. 2 Chilled water pumps b. 2 Air handler units i. Central station - 30000 CFM, VAV ii. Central station - 10000 CFM C. 1 Fan system wall exhaust d. 1 Circulating hot water pump e. 1 Air supply for Pneumatic, tank mounted Air Compressor f. 132 point DDC panel i. Ensure all the reheat coils and temp and humidity controls for all the separate work areas are captured. C. Identify and document any defective components including piping, valves, and appurtenances or areas requiring repair D. Repair by replacement existing equipment listed in Appendix B E. Use OEM or equivalent commercial quality parts for all replacements F. Recharge refrigerant levels as necessary to meet manufacturer specifications G. Perform calibration of system controls and thermostats H. Clean the system, including coils, vents, and ducts I. Install smoke detection in ductwork IAW NFPA 90A (Downstream of the air filters and ahead of any branch connections in air supply systems having a capacity greater than 944 L/sec (2000 ft3/min) and At each story prior to the connection to a common return and prior to any recirculation or fresh air inlet connection in air return systems having a capacity greater than 7080 L/sec (15,000 ft3/min) and serving more than one story) J. Shut-down the HVAC upon activation of the installed smoke detector K. Do not shut-down HVAC upon a general fire alarm L. Test and verify the functionality of the repaired system to ensure it meets performance standards M. Ensure the Siemens Desigo system shows all the points and graphics on the front end N.
