Renovation of a mixed-use development in Durham, North Carolina. Completed plans call for the renovation of a medical facility.
Project No. 558-22-172 consists of providing all labor, materials, tools, equipment, permits, testing, and reports necessary to replace the chillers serving AHU 1 and AHU 2, including associated equipment and required structural upgrades in accordance with the drawings and specifications. The contractor shall participate in a pre-construction meeting with the Contracting Officer, COR, A/E, and stakeholders, conduct weekly construction progress meetings, provide meeting minutes within seven days after each meeting, and submit red-line as-built drawings in PDF format. Construction shall be phased and scheduled to avoid interruption to facility operations. The medical facility operates 24 hours a day, 7 days a week, and work may be required during first, second, and third shifts to minimize disruptions. A phasing plan shall be developed and coordinated with facility staff and approved by the COR. Any utility outage or shutdown required for construction must be coordinated with the COR and requested in writing at least 20 days in advance, with outages generally scheduled during second shift or weekends. No interruptions to water, gas, steam, sewer, electrical, fire protection, communication, or related systems are permitted without prior approval. Electrical work shall comply with VA lockout/tagout requirements, and energized work requires written authorization. The contractor shall complete the project within 270 days after issuance of the Notice to Proceed. No material storage is permitted on VA property without COR approval. Contractor personnel must have proper identification and may be subject to inspection when entering or leaving the site. Work shall be performed with minimal interference to medical center operations, utility services, fire protection systems, existing equipment, building occupants, and ongoing activities. Existing means of egress must remain unobstructed, and all occupied areas shall be protected from dust, debris, noise, and vibration. Hot work shall comply with NFPA 241 and NFPA 51B requirements and be coordinated with the COR, with permits obtained at least 48 hours in advance. All new work shall be professionally integrated with existing systems, damaged areas shall be restored to their original condition, and the contractor shall notify the COR daily upon arrival and departure from the work site.
