The Consultant shall develop a Collection System Enhanced Management Program that includes the Sewer System Condition Assessment, a Sewer System Maintenance Optimization Plan, the application of Best Management Practices (BMPs) for sewer system cleaning and inspection, a quality assurance and quality control (QA/QC) program, and a Tactical Asset Management Plan (TAMP) with identification of risk based prioritization of capital improvement projects over a ten (10) year period.
