Provide a Life Safety Assessment Survey for James A. Haley Veterans' Hospital (JAHVH) Building 100 (all levels, 217,863 SF) and the Building 1 Pipe Basement (135,960 SF), verifying compliance with the applicable edition of NFPA 101 and related referenced codes (NFPA 80, 105, 72, 10, 25, 96), identifying discrepancies between existing Life Safety Drawings and actual field conditions, and producing a written deficiency report referencing applicable code standards. The work must include an on-site survey, a deficiency report, and documentation of life safety drawing discrepancies, in accordance with the attached Performance Work Statement (PWS) and applicable NFPA codes. Only qualified, independent third-party Fire Protection Engineers with a minimum of 10 years' experience in healthcare facility assessments and not associated with the design team for the New Bed Tower project may perform the work. Bidders must submit a technical approach, evidence of personnel qualifications, relevant company past performance, and a firm-fixed price quote for all work items. Responses must be submitted on an all-or-none basis and remain valid for 90 calendar days. All offerors must be actively registered in the System for Award Management (SAM) at the time of quote submission.
