The work consists of providing Architect-Engineer environmental services to administer, coordinate, and technically support environmental programs through a requirements ID/IQ contract. Title I services include preparation and review of studies, plans, specifications, drawings, calculations, CAD, scheduling, cost estimates, regulatory and safety reviews, value engineering, and development of design and constructability reports and manuals. These efforts involve reviewing existing data, conducting field surveys and investigations, and supporting planning, programming, project scoping, conceptual design, facility updates, topographic surveys, and the operation, monitoring, and optimization of environmental treatment or control systems. Title II services involve construction-related support, including quality assurance, oversight, supervision, inspection, constructability reviews, submittal review, coordination, testing, and documentation of environmental projects. Inspection and QA/QC activities ensure compliance with contract requirements, safe work practices, cost control, and timely completion, and may include observation and validation of activities such as drilling, sampling, installation of monitoring systems, construction and demolition, infrastructure work, and environmental remediation systems. These services also include final design development, detailed analyses, definitive plans and specifications, cost estimates, and bid package preparation. Other A-E services include program management, planning, scoping, studies, investigations, evaluations, surveys, consultations, conceptual design, value engineering, and operational support such as data collection and permit preparation. The contract also requires emergency and imminent danger response services, providing rapid support for incidents such as hazardous spills, fires, system failures, regulatory compliance issues, and infrastructure repairs. These services involve immediate response, repair, investigation, and restoration efforts to protect personnel and sustain mission requirements, with costs documented and submitted promptly for government review and approval.
