Site work and renovation of a multi-residential development in Toledo, Ohio. Completed plans call for the renovation of a 129,399-square-foot, four-story above grade multi-residential development; and for site work for a multi-residential development.

PROJECT DESCRIPTION Thurgood Marshall is a substantial renovation of a historical Toledo Public School's building to create a Fifty-four (54) unit senior housing building located at 424 E. Manhattan Blvd. in Toledo, Ohio. Thebuilding will provide affordable housing for seniors in one and two-bedroom, approximately 650 - 1160 square foot, apartments. The project will include a community room, property management spaces and other social service support space, offices, and community spaces. The building will contain four (6) fully mobility impaired units and two (2) units for sensory (hearing/vision) impairment. The building is a brick structure built in 1921 , four (4) stories tall, with a total area, inclusive of all four (4) floors, of approximately 95,000 square feet. Thurgood Marshall will apply for the 4% federal low-income housing tax credit ("LIHTC") program administered by the Ohio Housing Finance Agency ("OHFA") in 2026. The Project shall be designed and constructed to comply with (a) the OHFA Design & Architectural Standards , (b) Fair Housing Act (FHA) requirements, (c) the Americans with Disabilities Act Accessibility Guidelines (ADAAG) (d) Enterprise Green Communities requirements, (e) the City of Toledo Zoning Ordinance, and (f) all other codes required by the authorities having jurisdiction. Other funding sources for the project include already awarded City of Toledo HOME funding, anticipated Federal Historic Tax Credits, and Federal Home Loan Bank of Cincinnati Affordable Housing Program funds. The target maximum allowable construction cost for the project is $ 16,000,000.00 (the "Target GMP"). Firms should understand that the Target GMP sets a fixed limit of construction cost that is critical to the overall success of the Project. Notwithstanding the foregoing, Owner desires a Final GMP (defined below) at or below the Target GMP. Respondents unable to agree to the Target GMP and unable to identify a methodology to achieve a maximum Final GMP-at or below such Target GMP will not be considered for selection as the CMAR for the project Any prospective bidder desiring an explanation or interpretation of the solicitation , specifications, drawings, etc., must request it at least 7 days before the scheduled time for bid opening. Requests may be oral or written . All questions must be in writing and directed by email to Marissa Bentley-, Lucas Metropolitan Housing, mbentley@lucasmha.org Questions shall be delivered in writing no later than 12:00 pm on July 27, 2026. Responses will be posted as an addendum.
