The Reservoir R-2 Tank Seismic Improvements Project is located in the City of Antioch, California, onehalf mile west of the intersection of Laurel and Neroly Roads. The Project will improve the existing 5 MG above-ground welded steel tank to meet current seismic design codes. The Project is funded by a FEMA Pre-Disaster Mitigation 2023 Grant (LPDM-PJ-09-CA-2023-007). The Project consists of retrofits to the existing steel tank and site appurtenances including, but not limited to, the following: addition of horizontal carbon steel banding by welding to the existing tank per AWWA D100, installation of a new open/close motor operator to a new 16-inch butterfly valve on the inlet/outlet pipe, construction of new access opening in tank shell, pressure/level sensor revision and relocation onto the R-2 tank, additional valve replacements within an existing vault, spot repairs to tank coating and lining where damaged by the rehabilitation and new work, and tank and piping disinfection and testing Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in the amount of 10 percent of the Bid, payable to Diablo Water District. Bidders may not withdraw their Bids for a period of ninety days, including Saturdays, Sundays, and legal holidays after the actual date of the opening of the Bids. The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest. Bidders shall certify that they do not, and will not, maintain or provide for their employees any facility that is segregated on a basis of race, color, creed, or national origin. The work shall be substantially completed within 210 calendar days after the commencement of the Contract time. All work shall be fully completed within 14 calendar days after substantial completion of the project. For monies earned by the Contractor and withheld by the Owner to ensure the performance of the Contract, the Contractor may, at its opinion, choose to substitute securities meeting the requirements of Public Contract Code Section 22300. All questions about the meaning or intent of the Contract Documents shall be submitted to the OWNER in writing, Attn: Dan Muelrath, at least ten days before the date set herein for the opening of bids.
