For The Purpose Soliciting Statements Of Qualifications From Entities Interested In Providing Design And Construction Services For The Project. Please direct all questions regarding this RFQ in writing before the question cut-off date of Tuesday, August 18, 2026 to mmaddalena@njdwsc.com The Commission reserves the right, in accordance with applicable law, to reject any or all proposals and waive any irregularities in the proposal process. The North Jersey District Water Supply Commission (COMMISSION) is responsible for the planning, design, construction, operation, and maintenance of public water supply infrastructure serving Northern New Jersey wholesale customers. Under its asset management framework and in compliance with the Water Quality Accountability Act, the COMMISSION is implementing a program to improve the reliability of its infrastructure. The Commission's original facilities were constructed in the late 1920s with a new reservoir, pump station, raw water force main and transmission mains. Some of A-1 the original equipment is still being used today. In the 1980s, a surface water treatment plant was constructed for conventional treatment and the raw water forcemain was modified to convey water to the new plant. The pump station has redundancy with multiple pumps. The station has been modified since the 1930s with newer pumps, drives and electrical gear. However, some pumps date back to the original construction and are still operational. Recent testing and inspections indicated that several critical electrical components are nearing the end of their useful life. In response, the Commission completed a comprehensive feasibility study (Study) in November 2025 of its plant-wide electrical systems to assess existing deficiencies, identify risks, and establish a phased modernization plan that supports resiliency, enhances reliability, and provides operational safety for the future. The Commission is seeking the services of a firm with a team of qualified engineers to progress the existing 30% design to the 100% design of the full modernization of the Commission's electrical infrastructure, by preparing the full design drawings, technical specifications, permitting requirements, and cost estimate. This modernization project must be implemented while maintaining the Commission's 24/7 operational facility. The 30% design currently anticipates an approximately $40M capital project constructed in 5 phases over 8 years. The Qualified Respondents may present an alternative design for consideration by the Commission within their Proposals to the RFP. The Project also includes the construction administration throughout the installation of the phased electrical upgrades. The electrical modernization upgrades shall be designed to comply with the latest electrical codes and safety regulations. Due to the sensitive information contained in the Study related to the Commission's critical infrastructure, the Study will be shared only with the Qualified Respondents and only after execution of a Non-Disclosure Agreement (NDA). (The NDA is provided with this RFQ). (Attachment #1) An executed NDA shall be included with the SOQ.
