Question Deadline 08/13/2026 at 12:00 PM ET Consultant shall submit all inquiries regarding this solicitation via the e-Procurement Portal Provide photos and written reports on structural evaluation of condition, construction, materials and causes of deterioration in original existing materials following practical, professional standards to ensure responsible, ethical, and well-documented preservation of cultural heritage in accordance with AIC of Historic and Artistic Works' Code of Ethics and Guidelines for Practice and the Secretary of the Interiors Standards for Preservation. NOTE: PHOTOS OF ALL 4 SIDES OF THE MONUMENT ARE INCLUDED UNDER "ATTACHMENTS" 2. Conservation Treatments & Compliance Requirements Cleaning, repair, stabilization, and preservation of original materials using proper cleaning solutions, portable sprayer pump, and proper health and safety eyewear and gloves. According to AIC Guidelines for Practice, high -pressure washers, stiff or metal bristle brushes, and bleach may cause irreparable damage and are prohibited use. Contractor may need to bring clean water to site for proper rinsing and cleaning. Treatment standards should use minimal intervention, provide reversibility, if possible, avoid altering original meaning or evidence, use tested and stable materials, and preserve historical, cultural, and physical integrity. Any possible alterations must be approved by the City of Jackson prior to commencement of work. 3. Restoration Work Repair of damaged architectural elements, stonework, metalwork, or inscriptions. Repointing of any missing or deteriorated mortar should be replaced to prevent water intrusions and potential damage. The repointing of mortar joints should utilize new mortar to match original historic mortar color and composition (lime/sand ). Inappropriate mortar such as bathtub caulk or silicone sealants is prohibited . All work and materials used must follow AIC of Historic and Artistic Works' Code of Ethics and Guidelines for Practice and meet the Secretary of the Interiors Standards for Preservation, as well as adherence to federal , state, and local preservation standards. NOTE: Any structural integrity or instability findings must be in collaboration with a City of Jackson qualified and approved engineering firm , prior to any related work performed. 4. Project Completion Documentation for Archiving Upon project completion, the Contractor shall provide detailed photographs and a complete report documenting all methods, materials, and rationale used to complete the project. Preventative conservation and routine maintenance care procedures must be included in this report for responsible care and a long-term preservation plan.
