Carrier Sekani Family Services is seeking proposals from qualified modular design-build teams to design the modular building, manufacture, deliver and install it, and act as general contractor for the construction of a permanent daycare facility at 3590 Dufferin Avenue in Prince George, British Columbia. The successful Proponent will act as general contractor for all construction authorized under the final agreement. Its fixed design-build responsibility includes the modular-building design, manufacture, delivery, installation and related interfaces. Foundation, earthwork, site, off-site, utility, landscape and play-area construction will be performed by the Design-Builder in accordance with the pricing classifications and authorization procedures in this RFP. CSFS intends to retain separately the Owner-side professional services summarized in Section 5. The professional fees for those services are excluded from the Proposal Price; related construction remains within the Design-Builder's delivery responsibility in accordance with this RFP. The facility is intended to support licensing for 42 childcare spaces consisting of: 1. 29 children aged three to five years; and 2. 13 infant/toddler spaces. The current planning basis is a generally single-storey modular building of approximately 4,200 square feet. This area and any module count are planning information rather than a prescribed proprietary design. Proponents may propose an efficient alternative area or configuration if they demonstrate full compliance with the confirmed program, applicable codes, licensing requirements, accessibility, site constraints and the March 31, 2027 occupancy target. Project Requirements 3.1 Functional program The Design-Builder shall provide a complete, permanent daycare facility supporting the confirmed capacity. The final program and layout must be coordinated with CSFS, the Owner's CRP, Northern Health and authorities having jurisdiction . At minimum, provide: 1. appropriately separated program areas for the two childcare groups; 2. an infant/toddler nap area; 3. child washrooms and an accessible washroom; 4. kitchen or food-preparation space appropriate to the approved operating model; 5. administration/office and staff space; 6. laundry, janitorial , storage and service spaces; 7. mechanical and electrical rooms or closets with safe service access; 8. entrances, vestibules, circulation , cubbies and other required support space; and 9. safe, direct and accessible relationships between program rooms and the corresponding outdoor play areas. The RFP does not prescribe a supplier floor plan , product brand or module arrangement. Proponents shall submit a concept layout and area summary, state all assumptions, and demonstrate how the proposed configuration can be refined without reducing the confirmed capacity or performance.
