The proposed asbestos cement force main replacement project consists of the removal and replacement of seven (7) existing asbestos force mains located in several wastewater facilities within Orange County. Question Deadline 08/12/2026 at 5:00 PM ET A Bid, Payment and Performance Bond are a requirement when the offer/contract amount exceeds $100,000. Respondents shall attach an electronic copy of their bid bond for responsiveness. Submission of the bid bond, along with a certified and effectively dated copy of the power of attorney, shall be completed and signed by all required parties and submitted on the form provided in the solicitation. Submittal of a bid bond less than 10% of the total estimated contract amount for base period, shall result in the bid being deemed non-responsive. In the alternative, a Certified Check, or a Cashier's Check shall be required to accompany each electronic offer in a stated dollar amount of not less than ten (10%) percent of the sum of the total estimated contract amount for the base period. Orange County Utilities (OCU) has identified approximately 7,000 LF of asbestos cement (AC) force main currently remaining in the County's wastewater collection system. Per OCU's policy, AC pipe shall be replaced with PVC pipe. The AC pipe will be removed when outside of the paved areas and abandoned-in-place when under pavement. Additionally, approximately 4,400 LF of cast iron pipe (CIP) will be replaced with this project the CIP to be replaced is relatively old and is located in the same right-or-way corridors as some of the AC pipe to be replaced Consequently, there is an opportunity to consolidate OCU's wastewater facilities in these corridors.
