Site work and renovation of a water / sewer project in Union City, Ohio. Conceptual plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

The Village of Union City, Ohio (Village) is seeking Statements of Qualifications (SOQs) from qualified engineering firms to provide detailed design services for upcoming wastewater improvement projects. The Village is evaluating potential funding opportunities through the United States Department of Agriculture (USDA) Rural Development (RD) program, including grants and loans. Additional funding sources may include grants from the Office of Community and Rural Affairs (OCRA) and loans through the Indiana Finance Authoritys (IFA) State Revolving Fund (SRF) program, as well as other programs administered in either Ohio or Indiana. If the Village elects to pursue funding, the selected engineering firm will also be responsible for assisting with the preparation and submission of funding applications to USDA RD, OCRA, and/or the IFA SRF program. The proposed projects involve wastewater infrastructure located in both the Village, and the City of Union City, Indiana. As a result, funding opportunities may be pursued through USDA RD, OCRA, SRF, and other programs administered in both Ohio and Indiana. Statements of qualifications should include information regarding the firms history; education and experience of owners and key technical personnel; the technical expertise of the firms current staff; the firms experience in performing engineering studies, design, construction administration and construction observation; availability of staff; the firms equipment and facilities; references; and any previous work performed for the Village. Engineering firms choosing to submit qualifications should be experienced in all the following areas: design of sanitary conveyance and treatment systems. The utility is currently in need of a retrofit to their existing wastewater treatment facility. The retrofit will regionalize treatment and send flows to the Union City, Indiana Wastewater Treatment Plant. The Indiana Wastewater Treatment will require expansion in order to accept the regionalized sanitary flow. Furthermore, and as required by Ohio Revised Code 153.65-73, responding firms will be evaluated and ranked in order of their qualifications. Following this evaluation, the Village of Union City will enter into contract negotiations with the most highly qualified firm. The preliminary project description is as follows: Name of Project: Village of Union City Wastewater System Improvements Location: The Village of Union City, Ohio and The City of Union City, Indiana Description (e.g., building design, environmental impact statement, etc.): Regionalization of the Village of Union City, Ohio Wastewater Treatment Plant with the City of Union City, Indiana Wastewater Treatment Plant. The method of Contractor Selection has not been Determined at this time.
