The Complexity Factor for this project is 0.07. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on November 4, 2026, at 10:00 AM at the Region Five/District Nine Office in Carbondale. Phase I/II Engineering Services are required to perform work associated with the reconstruction/replacement of the bridge carrying IL 146 over Hills Branch in Pope County. The existing structure is a three span concrete arch deck, open spandrel structure. As such, this bridge has a primary designation on the Historical Bridge List. Phase I is expected to include the preparation of a Project Report, anticipated to be a Federally Approved Categorical Exclusion. If it is determined that there are no feasible alternatives to a complete structure replacement, Section 106 and 4(f) processes shall be followed. Phase I Engineering Services shall include but not limited to conducting roadway surveys, hydraulic surveys, drainage studies, hydraulic analysis, geometric studies, environmental impacts and coordination, data collection, cost estimates, typical sections, developing construction limits, utility conflicts and relocations. In addition, prepare the following reports: Bridge Condition Report, Hydraulic Report, Structure Geotechnical Report (SGR), and Type, Size and Location (TS&L) plan. Public Involvement is expected to include stakeholder and agency coordination, as well as the preparation of exhibits and all other materials for these meetings and coordination with resource agencies and/or special interest groups.
