The scope of work includes but is not limited to the following: HVAC, Plumbing, Carpentry, Painting & Wallpaper, Drywall & Plaster, Floor Coverings, Electrical, and Roofing Repairs. The scope is specific to each home The Down East Home Consortium (DEHC) HOME Program is designed to help maintain decent, safe, and affordable housing for low/moderate income families in the Twin County area. The program helps homeowners who are financially unable to make the necessary repairs, bring their homes into compliance with the HUD Quality Standards and Energy Star Standards. The DEHC's HOME Program meets the low/moderate National Objective for housing. The maximum offered DEHC HOME Loan through this program shall be no more than the lowest responsible bid based on the work write-up prepared by the Department of Housing and Community Development or $50,000 per unit, whichever is less, for structural repairs. If an eligible housing unit has lead-based paint hazards and/or lacks indoor plumbing, the maximum allowable limit on a rehab can be increased by the amount of the lowest responsible bid for lead paint abatement and/or the cost of providing indoor plumbing. In no case shall the total cost for rehab result in the value of a HOME assisted property exceeding 95% of the median purchase price for the area as determined by HUD.
