Renovation of a military facility in Newark, Delaware. Completed plans call for the renovation of a military facility.
The Army Contracting Command - New Jersey, on behalf of the 99th Readiness Division has Construction Project CSS 99142 - Flooring and Wall Upgrade (DE007) at the Newark AFRC . Location-Newark AFRC, Bldgs. #1 and #2, 1001 Ogletown Road, Newark, DE 19711-5413 The purpose of this construction project is to the replacement of existing flooring, painting, installation of protective window film and shades throughout buildings #1 (Training Building) and #2 (OMS) at Newark AFRC. The Contractor shall have 180 Calendar Days from the notice to proceed date to complete all tasks associated with the Specification of Work 100% Service-Disabled Veteran Owned Small Business Question Deadline 08/17/2026 at 9:00 AM ET Questions regarding this solicitation shall be submitted in writing to the contracting officer James W. Bond III james.w.bond2.civ@army.mil and contract specialist Jonathan Krakower jonathan.p.krakower.civ@army.mil. Phone calls will not be accepted for questions. Questions must be submitted in writing. Furniture The contractor shall remove existing furniture in each workspace Please refer to "DE007-Newark-C11 -CSS-99142-Furniture Count-Flooring and Wall Upgrade" for an approximate furniture count This shall include any needed electrical and data disconnections needed to remove any cubicles. Any dead-end electrical and data connections shall be made safe for the duration of the construction period Furniture shall be stored as agreed upon during the Pre- Con meeting. The contractor shall remove all wall mounted items where painting is to occur. All items are to be inventoried/cataloged and stored for reinstallation. All hardware is to be safely stored with said items for reinstallation. The contractor shall remove and store all lighting switch and power/data outlet cover plates. Interior doors and glass store front door systems shall be excluded from painting The contractor shall remove interior doors from their frames. All hardware on the door frames shall be removed and stored for reinstallation. Door frames shall be cleaned and prepped for paint. The contractor shall prepare exterior doors for painting. All hardware on the door frames shall be removed and stored for reinstallation. All exterior door frames shall be cleaned and prepped for paint. Flooring All carpeting (approx. 18,000 sq ft) shall be pulled up throughout the building and disposed of offsite. All newly exposed sub-flooring shall be cleaned and prepped for installation of new LVT flooring. All existing VCT flooring, including what is exposed once the carpeting is pulled up shall be cleaned, stripped, and prepared for the installation of new adhesive and flooring material. Where there is any missing or loose VCT, either new tiles can be installed in these locations, or a leveling compound can be used to keep the floor level. There are 3 sections of VCT flooring (one in common room 110, one in common room 208, one in common room 219). These VCT in these sections shall be fully removed and the sub floor shall be leveled and prepped for the installation of the new LVT. The contractor shall remove existing base cove moldings and dispose of off-site. Windows The contractor shall clean and prep all windows. The contractor shall furnish and install a uniform bead of weatherproof silicone caulking around the window frame. The contractor shall ensure that caulking is approved for dissimilar materials. The silicone caulking will be free of cracks, holes, and foreign debris. The color of the caulking shall be clear. The contractor shall install a bronzed, mirrored window protection film on every exterior window. O The film shall be installed to meet manufacturers' specifications as well as making sure that the new film wont damage the existing windows in any way. The contractor shall provide and install new Mecho/5x Shade System by MechoShade for each interior window2" horizontal blinds at each exterior window. O The shade fabric color shall be White (0891)
