Completed plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; and road / highway.

The Scope of Work includes removal and replacement of the bridge on Red Oak Road over Clates Creek and provides for excavations, bridge construction, embankments, asphalt paving, pavement striping, guard rail, traffic control, fencing and other incidental items and work described in the Project Manual, or reasonably inferable therefrom. Franklin County anticipates issuing notice to proceed in late 2026 or early 2027. For a contractor to be awarded this project the contractor must have a fully responsive contractor questionnaire on file with the Missouri Highway and Transportation Commission at least 7 days prior to the bid opening date. All bidders must be on MoDOTs Qualified Contractor List per Section 102.2 of the current Missouri Standard Specifications for Highway Construction. The Owner Intends to Award the Contract to the Lowest, Responsive, Responsible Bidder. The Owner Reserves the Right to Reject Any and All Bids, and to Waive Any Irregularities in the Best Interest of the Owner With Modots Consent.
