All labor, materials, equipment, incidentals, and work necessary to complete the project that are not specifically identified as separate pay items shall be considered subsidiary to the applicable pay items and shall not be paid for directly. The Contractor shall refer to the TxDOT website for applicable reference items, standard specifications, standard drawings, manuals, and other related information. The intent of the contract documents is to provide for a complete and fully functional project. Any work that is reasonably necessary to complete the Project in accordance with the plans, specifications, and accepted construction practices, but that is not specifically identified as a separate pay item, shall be considered incidental to the Contract and included in the Contractor's bid prices for related items of work. The Engineer reserves the right to modify testing and inspection requirements as deemed necessary to verify compliance with the contract documents and the quality of the completed work. The Engineer may likewise reduce testing and inspection requirements when a consistent pattern of satisfactory results has been demonstrated. A list of specification items corresponding to separate pay items is provided below. All other applicable TxDOT specifications and requirements necessary for proper completion of the Work are incorporated by reference and shall be considered part of these Contract Documents regardless of whether separate payment is provided.
