Provide all labor, materials, equipment, tools, supervision, transportation, and technical expertise required to perform inspections, testing, preventive maintenance, repair services, and emergency response support for Automatic Transfer Switches (ATS) and Isolation Electrical Power Panels. Services shall ensure safe, reliable, and code compliant operation of all systems in accordance with NFPA 70, NFPA 70B, NFPA 99, OSHA requirements, VA standards, and manufacturer specifications. Perform ATS inspections and maintenance including visual inspections with photographic documentation, enclosure cleaning, infrared thermal scanning, temperature and torque measurements using calibrated instruments, operational testing of transfer and retransfer functions, voltage sensing, time delay functions, phase rotation verification, battery testing where applicable, lubrication of components, and coordinated generator functional testing. Record all measured values, testing results, transfer times, deficiencies, and recommended corrective actions. Inspect and test isolation power panels by providing photographic documentation, testing Line Isolation Monitors (LIMs), verifying alarm set points, simulating faults, performing NFPA 99 compliant ground fault testing, measuring voltage, current, and insulation resistance values, verifying circuit labeling against electrical drawings, cleaning panel interiors using nonconductive methods, and verifying torque values with calibrated instruments. Provide emergency repair services to restore system functionality during critical outages while minimizing disruption to clinical operations. Submit routine service reports within 48 hours of service, including equipment inspected, measured values, photos, thermal images, pass/fail results, deficiencies, and corrective action recommendations. Submit emergency repair reports within 24 hours of work performed and provide annual executive summaries outlining system condition, recurring issues, reliability trends, and recommended upgrades or corrective projects. Contractor personnel shall maintain valid Kansas electrical licensing, possess documented experience with ATS and healthcare isolation power systems, complete required VA training and background checks, use calibrated testing instruments, and comply with all VA safety, security, and infection control requirements. Location: Dwight D. Eisenhower VA Medical Center, 4101 S 4th Street, Leavenworth, KS 66048.
