Site work and renovation of a water / sewer project in Warrenville, Illinois. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

Rehabilitation of 45 sanitary manholes including manhole lining, install drop, curtain grouting, and site restoration. Bonds: 5% Bid Bond, Certified Check required. Rehabilitation of 45 sanitary manholes in Central 2 Basin, including but not limited to, preconstruction photos, post-construction photos, manhole lining, install drop, curtain grout manholes, site restoration and all incidental and collateral work necessary to complete the project within City limits as described in the Project Manual All questions shall be submitted to Veronica Hall (EEI) at vhall@eeiweb.com. The deadline to submit questions is 2:00 pm on August 17, 2026. Pre-clean and photo all affected sanitary manholes to be repaired. The Contractor is to submit a copy of all photos and manhole inspection reports to the Engineer. Clean affected sanitary manholes just prior to repair. The Contractor shall furnish water for cleaning existing manholes and for installing the manhole coatings and repairs. The Contractor shall obtain permission from the City Water Utility to use any fire hydrants in the area to facilitate liner insertion. The Contractor shall notify the City prior to initiating cleaning operations and shall coordinate these operations with the City so as not to deplete the local water supply and pay for the water used. The Contractor will not be charged for water use. However, the Contractor is required to coordinate with the City and obtain a hydrant meter from the City. There will be no deposit or charge for the hydrant meter. The Contractor shall utilize the City's Public Works Facilities located at 3S346 Mignin Dr, Warrenville, IL 60555, as a staging area for the project's equipment, materials, and personnel. The Contractor shall take special care not to damage existing pavement or property. The Contractor shall coordinate with the City to ensure the staging area will not interfere with the daily operations of the Public Works Facilities. The Contractor is solely liable for the security of equipment and materials stored on or off City-owned property. The Contractor shall restore the staging area to conditions equal to or better than the original once the project is complete. The Contractor shall submit a construction schedule to the City and Engineer for approval. The Contractor shall also submit a construction plan detailing access routes and proposed storage areas. Execute rehabilitation of affected sanitary manholes in accordance with the plans and specifications. The Contractor is responsible for the post-repair photos of all affected sanitary manholes. The Contractor is to submit a copy of all final photos and manhole inspection reports to the Engineer. The Contractor is responsible for bypass pumping of sanitary sewer lines around affected manhole repairs to maintain sanitary sewer flows. The Contractor shall submit a bypass pumping plan (which shall include a list of equipment, primary and backup pump sizes, estimated length of time required for bypass pumping, and planned pump suction and discharge locations ) to the City and Engineer a minimum of two (2) weeks prior to the start of work. The Contractor shall prepare and implement a Traffic Control Plan. The Contractor shall be responsible for obtaining and paying all fees for any permits required from the Cities and municipalities in which the work takes place. All traffic control, including signing and barricading of work areas, shall conform with the Federal Highway Administration's "Manual on Uniform Traffic Control Devices." The Contractor is responsible for timely notification of all affected homeowners whose property will be directly affected by the sanitary manhole rehabilitation efforts. The Contractor shall provide bilingual door hangers in English and Spanish, the door hangers must be approved by the City prior to delivery to the affected homeowners. Operation of construction vehicles or equipment and storage of materials shall not be allowed on private properties unless the Contractor obtains written permission from private property owner. Contractor shall notify the City and Engineer of intent to contact private property owner for the purpose of obtaining written permission to use the property at least seven (7) days prior to anticipated contact with the property owner. The Contractor is responsible for before and after site photos of all affected property (both public and private). The intent of the photographs is to ensure that the affected properties are restored to pre- repair condition. A copy of all pre and post-repair property photos shall be submitted to the Engineer. The Engineer will set up a GIS website to record rehabilitation information for each manhole and to track the Contractor's progress. The Engineer will provide the Contractor with a login and password for the GIS website. The Contractor may utilize a cell phone, tablet, or computer to access the GIS website; the cost of the devices and internet service will be considered incidentals to the project. The Contractor will be responsible for maintaining and updating the GIS website on a daily basis. The Contractor will not be allowed to update the GIS website at the end of the project. Failure to maintain and update the GIS website on a daily basis will result in non-payment of manhole repairs completed by the Contractor. The Contractor will be required to prepare inspection report forms and upload photos (pre-rehab, post-clean, prep, and post-rehab) for each manhole (via the GIS website). Any damage done by the Contractor to any property shall be repaired to a condition equal to or better than what existed prior to the damage. Any and all excavations shall not remain open for more than three (3) consecutive days. All excavations shall be properly barricaded in accordance with all applicable local, state, and federal requirements.
