The City of Goshen, Indiana is soliciting sealed proposals for the above referenced public works project (Project) . This Project includes , but is not limited to furnishing and applying liquid asphalt and cover aggregate on properly prepared bituminous streets, together with all associated supervision, labor, materials , equipment, tools, transportation, services , and other resources necessary for the successful completion and acceptance of the Project in accordance with the Specifications and Contract Documents . The City of Goshen is not responsible for the accuracy or completeness of documents obtained from any other source . A proposal shall be accompanied by bid security equal to five percent ( 5 % ) of the maximum contract price . The bid security shall serve as a guarantee that the Respondent will not withdraw its proposal for a period of sixty ( 60 ) days following the proposal opening date, and if the proposal is accepted , the successful Respondent will execute the contract and furnish all required documents within fourteen ( 14 ) days after receipt of the notice of award . Between 3:45 p.m. and 4:00 p.m., a sealed proposal shall be personally delivered to the Goshen Board of Public Works and Safety meeting in the City Court Room/Council Chambers at the Goshen Police & Court Building, 111 East Jefferson Street, Goshen, Indiana . The City of Goshen reserves the right to reject any or all proposals, to waive informalities or irregularities in any proposal , to request clarifications of any proposal , to delete portions of the Project, and to award a contract, consistent with Indiana law, to the responsible and responsive Respondent submitting the lowest proposal .
