Site work and new construction of a mixed-use development in Mapleton, Utah. Completed plans call for the construction of a playground / park / athletic field; and for site work for a playground / park / athletic field.

Construction of a park and sports fields facility including site development and sports field infrastructure. Question Deadline 08/27/2026 at 2:00 PM MT Questions will be accepted electronically through the Utah Public Procurement Place (U3P) The Fixed Limit of Construction Cost or FLCC is $4,000,000-$ 5,000,000. The CM /GC must be capable of and willing to work closely with the City's representatives and Engineer (Sunrise Engineering), through the design phase, providing cost estimates, schedules, and feedback on design details, phasing, and availability of materials selected. The project consists of the construction of a new family park with associated sports fields. Additional amenities include but are not limited to parking areas, walking paths, park play structure, bathroom facility, utilities and infrastructure, landscaping and irrigation. CM /GC WORK PHASES The CM /GC work for the project consists of two (2) phases: Pre-Construction (Design) Phase and Construction Phase. Pre-Construction (Design) Phase: This phase of work includes, but is not limited to: assistance to and coordinating with the City and the Engineer for the design development; recommendations for specific language to incorporate into the construction documents; recommendations on value engineering (e.g. ways to reduce risk and decrease cost); review constructability and completeness of plans; develop conceptual construction schedule and construction cost estimates at major project milestones (60%, 90%); and other tasks as they arise that are needed for a full and complete design of the project. In general, tasks may include : attending design coordination meetings; providing input and recommendations; commenting and providing objective feedback on materials and methods; identifying and proposing mitigation for potential conflicts; assisting the City with risk management; providing the City with detailed construction cost estimates and proposed cost control measures; constructability reviews; staging and construction sequencing strategies; material procurement strategies; construction schedule development; design drawing and constructability reviews; and other items and areas related to constructability of the project. The CM /GC shall assist the City and the Engineer in maintaining the project's construction cost within the proposed construction budget and scheduling for the duration of construction to keep within the project schedule. More specific items of scope under this phase shall include but are not limited to: During the Pre-Construction (Design ) Phase, the CM /GC shall be expected to assist and advise the City and the Engineer, as follows: A. The City expects to make decisions based on the anticipated Guaranteed Maximum Price (GMP) for the project. 1. CM /GC shall develop a GMP for the project within the City's budget and schedule. 2. Throughout the design process, CM /GC will be expected to maintain a running total of the GMP such that the City may make informed decisions about changes to the scope. Estimates will be required for every design decision that affects the GMP. B. Provide regular construction cost estimates to coincide with the project's design milestones (60% and 90%) to verify the proposed design aligns with the City's allocated construction budget. CM /GC will provide feedback as to the constructability and expected construction costs associated with the design in progress. The CM /GC will also prepare a detailed construction schedule to accompany each construction cost estimate. At each stage (60% and 90%), the City and the Engineer will provide a review of the proposed costs provided by the CM /GC and provide comments and recommendations accordingly. C. The construction documents will be developed in sufficient detail at 90% for the CM /GC to produce a preliminary GMP to construct the overall project. Construction documents at 100% will be used by the CM /GC to present to and negotiate with the City for a final GMP to construct the project. D. Coordinate with the City's representatives and Engineer during design . Throughout the design, the City expects/anticipates that in-person design coordination meetings will be held at the 60% and 90% design milestones. These meetings will also include review of construction cost estimates and reconciliation of scope/cost gaps (including recommendations from CM/GC for cost reductions). In-person meetings will be in addition to all regular phone calls, virtual meetings, emails or other necessary communication and coordination needed during the PreConstruction (Design ) Phase of the project. E. CM /GC will submit a Management Plan (Approach) as part of the response to this RFP. The requirements are described in Schedule B. During the Pre-Construction (Design) Phase, this plan will be refined and agreed between the City and CM /GC. F. Assist/Advise the Engineer with preparation of construction documents. Provide recommendations as to language and specific information to be incorporated into the final construction documents. The construction documents will include complete project drawings and specifications that establish, in detail, the quality, quantity and levels of materials and systems required for construction. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
