Optimization of the central utilities plant, including facility infrastructure and mechanical system upgrades. (Est $250,000-$350,000) *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The University of Alabama Birmingham is seeking to continue to automate and optimize its chilled water plants serving their Birmingham, AL campus. The campus contains three (3) separate chilled water plants (designated as Plant 1, Plant 3 and Plant 5) pumping into a common campus distribution system and delivering chilled water to the facility for HVAC and process cooling. Phase 1 has reached substantial completion of construction and it is anticipated that it will require two more phases to complete the work. The implementation of Phase 1 of the campus wide project has resulted in a fully automated and partially optimized Plant 5. Additionally, plants 3 and 1 have Optimum's JACE's installed and connected to the cloud with some chiller points and system instrumentation mapping completed. This provides visibility of these plants via the cloud based OptiCx platform. Each of these plants are controlled manually via operator intervention, based upon the needs of the campus. In order to continue the project, additional chiller plant equipment, hardware, software, instrumentation and programming work must be completed. This document describes the expected scope of work required for a controls contractor to automate and optimize the plants. Phase 2 is comprised of installing new control devices including chiller flow switches, chiller flow meters, automatic control valves and temperature transmitters. It requires the services of a controls, mechanical and electrical contractor to provide the scope of work noted herein. In general, the controls contractor is responsible for the selection and provision of the aforementioned control devices, the mechanical contractor is responsible for performing the piping modifications (hot taps, flange installation, weldolets, thermowells), and the electrical contractor is responsible for providing the controls conduit and wiring from the control devices to the existing PLC panels. Final termination of wiring at the control devices and PLC's shall be performed by the controls contractor. Phase 2 also includes the controls contractor implementing programming of a new automatic sequence of operation for the control and optimization of the cooling towers, chiller evaporator flow control, secondary chilled water pumps and chiller staging. Phase 3 is comprised of installing new variable frequency drives (VFD's) on the existing primary chilled water pumps and condenser water pumps. The VFD's shall be provided by the electrical contractor, including reworking the 480V power feeds. The final termination of controls wiring at the VFD and PLC's is by the controls contractor. Phase 3 also includes the completion of the programming for the automatic sequence of operation for the control of the primary chilled water pump and condenser water pump VFD speed control. The following sections provide further information on the scope work required to provide a fully automated and optimized campus chilled water system. Clarification will be made only by written Addenda sent to all prospective bidders. Neither the Architect nor the Awarding Authority will be responsible in any manner for verbal answers or instructions regarding intent or meaning of the Bid Documents. The deadline for questions is 5 pm on Monday, August 31st, 2026, Central Time.
