Construction of a new Trade and Cargo Academy (TCA) and a new Cargo Security and Seized Property Training Facility (CSSPTF) at the Federal Law Enforcement Training Center (FLETC). The project includes hazardous material abatement and selective demolition of an existing vacant 30,000-square-foot, three-story building while preserving the main lobby and maintaining uninterrupted utility service to the occupied east wing. A new 28,400-square-foot, two-story flood-resilient facility will be constructed featuring a deep precast concrete pile foundation, pile-supported slabs, structural steel framing, rainscreen exterior envelope, integrated HVAC systems, LED lighting, security infrastructure, classrooms, auditorium space, production areas, and administrative offices. The project also includes construction of a new 5,985-square-foot, one-story Cargo Security and Seized Property Training Facility designed to support U.S. Customs and Border Protection training operations. The facility will provide areas for vehicle and cargo inspection, evidence processing, and simulated seized property storage. Construction features include a deep pile foundation, pile-supported stormwater systems beneath paved areas, and durable coastal materials designed for long-term service life. Both facilities are required to comply with current federal energy conservation standards, DHS security requirements, and 2021 building codes.
