West Virginia University (WVU) is seeking a qualified Proposer to provide materials, installation, tools, equipment, and labor to renovate and upgrade the B66 Lab located in the basement level of the Engineering Sciences Building (ESB) on the Evansdale Campus of West Virginia University in Morgantown, WV. Cutoff for Questions DATE: 8/31/2026 TIME: 12:00pm EST 1. The Contractor shall achieve Substantial and Final Completion of the entire Work as calculated or indicated below. The date of issuance of the West Virginia University's Notice to Proceed and/or Contact shall be used to calculate Substantial and Final Completion a. Substantial Completion shall be: November 20, 2026 b. Final Completion shall be: December 4, 2026 c. Final Completion shall be when project site is de-mobilized and all project documents listed in Close-Out section of the specifications has been sent to the Owner. 1. The Contractor shall achieve Substantial and Final Completion of the entire Work as calculated or indicated above. The date of issuance of the West Virginia University's Notice to Proceed or Executed Agreement shall be used to calculate Substantial and Final Completion of contract time stated in number of consecutive calendar days or established date. Time is of the essence. Liquidated Damages shall be: a. Two Hundred Fifty Dollars ($250.00) per Calendar Day of delay in achieving Substantial Completion. b. Five Hundred Dollars ($500.00) per Calendar Day of delay in achieving Final Completion.
