Develop, demonstrate, design, and construct an Engineering With Nature/early water control project (EWCP) to protect the Mendenhall Valley from recurring glacial lake outburst flood (GLOF) events originating in Suicide Basin. The project shall prevent water levels within the Suicide Basin glacier-dammed lake from exceeding elevation 1,100 feet NAVD88, thereby reducing hydraulic pressure against Mendenhall Glacier and preventing conditions that trigger GLOF events. The system must safely manage peak discharge rates of approximately 1,000 cubic feet per second (CFS) to protect downstream communities. The project addresses the increasing flood risk posed by annual GLOF events from Suicide Basin, a glacier-dammed lake formed by the retreat of Suicide Glacier and impounded by Mendenhall Glacier. Recent flooding events have increased in magnitude and have caused significant inundation and damage throughout the Mendenhall Valley and surrounding areas. The required solution must account for the dynamic glacial environment and changing basin conditions while providing reliable flood mitigation and protection for affected communities.
