Addenda issued by SEPTEMBER 11, 2026 The Town of Hawley (Town) is proposing to replace the existing 90- inch diameter corrugated metal pipe (CMP) culvert supporting West Hawley Road (Route 8A) over King Brook with a 25-foot-span precast concrete bridge [MassDOT Bridge No. H - 13 018 (CQC)] . King Brook connects Plainfield Pond and Hallockville Pond in Plainfield, MA to the Chickley River in Hawley, MA. The Brook flows north along the western side of Route 8A for about a mile until it crosses under Route 8A, at the site, and then continues to flow north along the eastern side of Route 8A. Reportedly, beavers had previously built a dam at the inlet of the culvert. Historically, the beaver dam was reinforced with stacked stones and soil to create a stone and earthen berm retaining an approximately 1-acre pond on the upstream side of the road. The Town currently uses the waterbody as a fire pond to serve the local community along Route 8A. Downstream of the culvert, beavers previously created a dam that impounded King Brook up to the proposed culvert replacement project area. The condition of the beaver dam is unknown, however significant fluctuations in the impounded water level have been observed over time. The new bridge will consist of a prefabricated 3-sided precast concrete rigid frame bridge with precast concrete footings, headwalls, and modular block wing walls. Conceptual design for the bridge was performed by the Town and accepted by MassDOT through the Chapter 85 Review process (Conceptual Design, Approved for Contracting, as included in the Bid Documents). Final design of the precast concrete bridge and appurtenant structures will be Delegated Design by the Contractor and subject to review and acceptance by the Town and Mass DOT. The Town has secured permits for the project, as included in the Bid Documents, with conditions which must be strictly adhered to. For construction, control of water, including coffer dams and bypass, will be required, the existing culvert will need to be removed, material will need to be excavated, graded, and sloped to create a new widened stream channel and bridge construction. The existing road pavements will be removed prior to the bridge installation and will be replaced in kind, with new bridge rails and guardrails installed. Vegetation removal will be required within the work area adjacent to the culvert to allow for construction access and bridge installation. Temporary support of excavation may be required to facilitate construction of the bridge and appurtenant structures. During construction, temporary closure of the subject portion of Route 8A, with a corresponding detour, will be required as described in the Bid Documents. The participation goals for this project shall be 15.3% for minorities and 6.9% for women.
