Comprehensive preventive maintenance, inspection, testing, emergency repair services, and annual load-bank testing are required for seventeen emergency and standby generators at a Veterans Affairs medical facility, consisting of thirteen building backup generators and four campus primary backup generators, including Kohler and Cummins Onan units with associated paralleling gear. Services include quarterly and annual preventive maintenance in accordance with OEM recommendations, inspection and testing of alarms, shutdown systems, annunciators, day tanks, fuel systems, cooling systems, batteries, chargers, governors, electrical connections, louvers, exhaust systems, isolators, and related components. Oil and coolant samples shall be collected and analyzed, filters updated based on operating hours and analysis results, and monthly generator load tests verified to achieve at least 30 percent of generator nameplate capacity. Annual maintenance includes engine oil and filter changes, crankcase breather servicing, inspection and replacement of air and fuel filters, and verification of remote start and stop functionality for the four primary backup generators. Annual load-bank testing shall be performed on generators that do not parallel with or export to the utility system, with documentation supporting compliance with NFPA 110 and The Joint Commission standards. The requirement also includes emergency corrective maintenance services with rapid response and restoration capabilities, preparation of service reports, inspection reports, oil and coolant analysis reports, and load-bank test documentation. Contractors must be capable of providing OEM-authorized repair parts and services, qualified technicians experienced with institutional and industrial diesel generators, and maintenance programs aligned with applicable safety and regulatory requirements, including OSHA standards, confined space entry procedures, and Lockout/Tagout practices. Additional support includes semi-annual inspections and testing of the Pneumercator tank monitoring system and Phillips Tank Management System, including fuel pumps, probes, and solenoid valves.
