Construct and restore wetlands for stormwater treatment, excavate soils to create a 50-foot hill, install reclaimed water pipe infrastructure, and construct recreational amenities including restrooms and wetland boardwalks. The Grantee will construct an expansion of the SWWTS at the McIntosh Preserve and complete a potable reuse pilot project. Construction will include remote electrical terminals, solar remote monitoring stations for level sensors, and associated panels, apertures, and wiring and installation; excavation, grading and earth work to restore the wetlands; and reclaimed water piping, valves, and meters. The Project will also include the construction of an approximately 1 -mile boardwalk through the wetland for maintenance of weir gates and recreational use. The Grantee will lease equipment for Advanced Water Treatment (AWT) for the PPR project that will include a membrane filtration system, a reverse osmosis system, and an ultraviolet advanced oxidation process system; and complete a study for the PPR project that will include water quality sampling and analysis of wastewater effluent before and after treatment. The Grantee will also complete the preliminary design for an AWT facility that will be used as a potable reuse system and treat up to 3.5 MGD of reclaimed water at McIntosh Park. The work includes, but is not limited to, excavation of multiple wetland cells enclosed within compacted maintenance berms with associated control structures and spillways, reclaimed water line extended from the CITY's existing reclaimed water line on Alexander Street to four internal discharge points, Supervisory Control and Data Acquisition (SCADA) control of discharge valves to each of the four discharge points dependent on water elevation at percolation cells and the construction of a compacted fill mound with access ramp to the top (Bid Submission Table 1). The alternates include the unpaved parking lot, paved handicap parking lot, pre-fabricated restroom and pavilion, boardwalk, septic system and well (Bid Submission Table 1 and 2).
