Isle of Wight County is soliciting sealed bids subject to the conditions and instructions contained herein, for the US Route 460/258 Turn Lane Improvements Project - (UPC# 115528). This is a federally-funded project providing northbound and southbound left turn lanes on Rt. 258 at the Rt.460/258 intersection in Isle of Wight County, VA. The project consists of pavement widening, curb and gutter, traffic signal and other associated improvements along Rt. 258 to facilitate the addition of left turn lanes. All bidders and subcontractors must be qualified at the time of award through VDOT's pre-qualification process. This is a federally funded project providing northbound and southbound left turn lanes on Rt. 258 at the Rt. 460/258 intersection in Isle of Wight County, VA. The project consists of pavement widening, curb and gutter, traffic signal, and other associated improvements along Rt. 258 to facilitate the addition of left turn lanes. Unless otherwise noted in the plan documents and/or under County policy, this project shall be constructed in conformance with the VDOT 2020 Road and Bridge Specifications, 2022 Supplement to the Road and Bridge Specifications (July 2022), and all federal construction and permitting requirements, including Buy America/Building America. If conflict between local, state, and/or federal code arise, the federal-aid or most conservative approach must be taken. Bidders are not required to be DBE certified. This project will require coordination with adjacent construction activities of Norfolk-Southern Railroad. Transfer of materials will not be permitted on the project. This project shall include a Delayed Notice to Proceed for the purpose of field investigations, submittals, and ordering of long-lead materials. Any such unauthorized contact may disqualify the offeror from procurement. The right is reserved to accept or reject any or all bids in whole or in part and to waive any informalities in the IFB, and to enter into any contract deemed to be in the best interest of the County. Work to be substantially completed in 150 calendar days from Notice to Proceed. The contractor shall achieve Final Completion and acceptance within 240 days from Notice to Proceed. Final Completion is defined as VDOT approval of the Closing C-5 document. Liquidated damages: Six hundred dollars ($600.00) per day.
