Renovation of a military facility in Milford, Pennsylvania. Completed plans call for the renovation of a military facility.
Provide generator repair services at Grey Towers National Historic Site. The work shall be completed in accordance with the requirements, terms, conditions, and any updates contained in Amendment 0001 and associated solicitation documents. Services are being procured under a total small business set-aside and shall include all labor, materials, equipment, supervision, and related resources necessary to perform the required generator repairs and ensure the equipment is restored to proper operating condition. Scope of contract: This project consists of replacing parts on the Mansion generator, Baldor Generator, IDLC-225-JD, 10.J3225-G31 , found during the annual inspection. Quote is for service call, service hours to install new parts, and parts replacement cost. This is necessary to maintain operational use of the generator which is utilized up to three times per month each year during the frequent power outages. The generator use is necessary for the safety of employees as the mansion is the administrative offices of unit, and contains historical artifacts located throughout the mansion at 151 Grey Towers Drive, Milford, PA 18337. All necessary materials, equipment, labor, transportation, and supervision required for the completion of this work shall be supplied by the contractor. Location and description: Grey Towers National Historic Site is owned and administered by the U.S. Department of Agriculture, Forest Service. The main entrance is located on Old Owego Turnpike, accessed from the intersection of West Harford and 9th Street in Milford, PA. Grey Towers NHS served as the home of Gifford Pinchot, first Chief of the Forest Service, and later a two-term Governor of Pennsylvania . It is a regional tourist attraction and conference center, attracting 15,000-20,000 visitors per year. Grey Towers occupies an area of approximately 102 acres overlooking the town of Milford. The principal building on the estate is the Grey Towers Mansion dating from 1886. Location of the generator is 151 Grey Towers Drive, Milford, PA 18337. Work Hours: All work performed on-site shall take place during normal business hours, Monday through Friday, 8:00am to 4:30pm. Specific start times to be addressed prior to arrival. We are an active visitor and conference center, so schedule needs to work with our visitation. Technical Specifications: 1. Drain generator engine coolant. Dispose of coolant according to Federal Regulations. 2. Replace engine block heater. Dispose of old engine block heater according to Federal Regulations and manufacturer's instructions. 3. Replace related hoses and clamps to secure engine block heater according to manufacturer's instructions. . Install all new engine coolant in quantities and type specified in manufacturer's instructions. 5. Following repair, inspect the until for repair integrity and ensure unit operates correctly. Equipment & Materials: Equipment, materials, personnel will be the responsibility of the Contractor and shall be consistent with good utilization depending on amount of work and type of repairs needed. All materials, methods of application , and rates of application required to perform service requested shall be provided to the COR prior to beginning work. The Contractor will keep necessary equipment and manpower at the site during the workday and continue with performance of the work until it is completed to the satisfaction of the COR. Supervision: The Contractor shall designate one supervisor for the satisfactory supervision on the contract work. The Contractor or his/her on-site representative shall be available at all times when the contract work is in progress to receive notices, reports, or requests form the COR or his/her representative. It is the policy of the USDA Forest Service that Government direction or supervision of Contractor's employees, directly or indirectly, shall not be exercised. Removal of Debris: The Contractor will promptly remove from the premises and dispose of any trash, old parts, packaging from new parts. Supplemental Instruction: a. Although the performance of all work requirements is under the responsibility and management of the Contractor, the Government reserves the right to review and approve all work items before their accomplishment. b. The Contractor is required to discuss with the COR the scheduling of daily work requirements. c. Work shall not be considered completed until the Contractor has removed from the premises all trash, debris, and litter which accumulates in the performance of work. Container for handling this material shall be furnished by the Contractor, d. The contractor shall restore any damage caused by his operations at no cost to the government. e. The Contractor shall furnish the COR with certification that all materials used in the fulfillment of their contract conforms to applicable Federal Specifications. Damage to Contractor's Property: The Government will not be responsible in any way for damage to the Contractor's equipment kept in or near the building or the Contractor's employees' personal belonging brought onto the Government premises. Conduct of Workers: The personnel employed by the Contractor shall be capable employees qualified in this type of work. As stated elsewhere, the Contractor shall be responsible for, among other things, all damage to the government property resulting from the operations. Damage to the building or its equipment by the activities of his/her employees will fall into this category Questions shall be submitted via email to Keith.Reichard@usda.gov and are due no later than September 1st, 2026, at 5:00 PM EST.
