Provide all labor, materials, equipment, transportation, supervision, and services necessary for the complete removal, installation, and upgrade of the Reception Surveillance and Presentation System. Work includes furnishing and installing all required system components in accordance with the Statement of Work, testing and integration of the upgraded system, and ensuring full operational functionality upon completion. All hardware provided under this requirement must be sourced exclusively from the approved Configuration Management Database (CMD) Non-Nuclear list. Personnel performing work on the SIPR portion of the system must hold individual Secret clearances, and the contractor must be certified to perform work at the Secret level. The 60th Logistics Readiness Squadron requires complete removal and upgrade of the Travis AFB Deployment and Reception Surveillance/Presentation System. This includes providing all necessary personnel, equipment, materials, and services, as detailed in this Statement of Work, except where government-furnished items are explicitly specified. All work will be performed according to the standards outlined in this Statement of Work (SOW). 1.5.1 Remove 18 cameras and at buildings: 31 , P1 , P3 , 977, Pole Barn, and associate 900 area on Travis AFB. Lift or scaffolding is required. The existing cables will be used for replacement cameras. 1.5.2 Create a plan to design and build a new surveillance system with 20 cameras in these buildings: 31 , P1, P3, 977, and the Pole Barn plus associated 900 Area. (SEE EXHIBIT 1 for proposed 20 cameras installment locations) 1.5.3 Ensure the proposed system is installed by the manufacturers certified technician of the system. 1.5.4 Engineer, furnish, install and test the newly installed system to meet industry standards and the original equipment manufacturers (OEM) specifications 1.5.5 Ensure all cameras have both day/night and low-light (but not thermal/heat-sensing) capabilities 1.5.6 Set up all cameras to automatically start recording when they detect motion. The recording system must be digital 1.5.7 Ensure authorized personnel (DCC and Security Forces) can access, view, and download recordings 1.5.8 Install new cables and any other support infrastructures (including power outlets) as needed for the 2 new cameras in the 900 area. The cabling must be CAT 6A. 1.5.9 Provide all new: cameras, software licenses, a server, and any other necessary parts. The contractor shall utilize the customer's existing cables and licenses, if feasible/compatible with the new system. The cameras must be able to withstand the weather in the area 1.5.10 The contractor will configure the field of view for each camera. 1.5.11 Utilize existing Power over Ethernet (POE) switches and UPS (uninterruptible power supply). The Contractor shall supply any additional equipment needed such as new POE switches, UPS, Network Video Recorders (NVRs), patch panels, cables, and other items as needed. The contractor needs to coordinate with the 60th Communications Squadron (60 CS) to determine the POE switch specifications 1.5.12 The new NVR must be able to store 30 days of video at 30 frames per second using compressed video files. The UPS must be able to power the system for at least one hour during a power outage 1.5.13 The contractor will use CAT 6A cable to connect the cameras to the switches to ensure the best signal quality. For outdoor cables , the contractor will install EMT conduit (metal tubing) to protect the cables, and paint the conduit to match the buildings 1.5.14 The contractor's design plan should include a PDF drawing showing the layout of the buildings, conduit runs, rack elevations/locations, control monitor locations, switches, NVRs, UPS and individual camera locations, along with the manufacturer and model number of each piece of equipment. 1.5.15 The contractor shall install the necessary equipment to display SIPR data on all 3 monitors in the DCC. The contractor must be certified to handle SECRET level equipment and ensure the installed equipment is also certified for SECRET security classifications. The 60th Logistics Readiness Squadron (60 LRS) will check personnel security clearances, and the 60 CS will verify that the equipment meets Air Force compliance before being approved for purchase. 1.5.16 When the project is complete, the contractor will provide training for DCC personnel, the 60 LRS ITEC personnel, and the 60 CS. After training, these personnel should be able to operate the system without the contractor's assistance. 1.5.17 The camera system must come with a one-year warranty. The contractor must be able to provide or arrange for service and repairs of the equipment during the warranty period. 1.5.18 The camera system shall be a standalone system that allows viewing all cameras via one NVR. No specific brand name is dictated for cameras, equipment, monitors, or software; however, review the Attachment 3/Non-Nuclear Configuration Management Database (CMD) Equipment Approval List. 1.6 PERIOD OF PERFORMANCE: The project must start within 60 days of the contract being awarded and must be completed within 60 days after that, unless the Contracting Officer approves an extension. The contractor must follow safety regulations (NFPA 70) during the project.
