Site work, paving and renovation of a bridge / tunnel in Honolulu, Hawaii. Completed plans call for the renovation of a bridge / tunnel; and for site work for a bridge / tunnel.

Remove the existing tile, deck material, rubber cove moulding, and underlayment on the Bridge Deck of NOAA Ship Oscar Elton Sette. Provide all labor, additional materials, consumables, services, tools, supervision, and technical expertise required to complete the work. Install protective coverings, maintain dust containment with negative ventilation, and protect vessel equipment throughout the project. Verify deck drains are clear and free flowing, plug drains during deck removal activities, and properly remove and dispose of debris on a daily basis. Power tool clean the entire deck surface, bulkheads to 4 inches above the deck, and all foundations and interferences. Vacuum all dirt and dust generated during surface preparation. Inspect prepared surfaces with the COR and submit a condition report identifying any deteriorated foundations or decking. After approval, apply one coat of zinc primer or equivalent product to prepared surfaces. Wipe down primed surfaces and install an ultra-lightweight shipboard underlayment suitable for steel decking, fairing all irregularities and coving the material 4 inches up the bulkheads. Following approval of the underlayment, install the Government-furnished LONMARINE resilient sheet vinyl flooring in accordance with manufacturer technical instructions and applicable marine flooring standards. Use the Government-furnished marine-grade epoxy adhesive, provide positive drainage where applicable, and flash-cove the flooring 4 inches up the bulkheads using a cove former. Route and heat-weld all seams using matching welding thread to create a continuous watertight surface and skive welded seams flush with the flooring. Install Government-furnished trim against walls and bridge equipment. Defects including bubbles, wrinkles, unbonded areas, telegraphing of underlayment imperfections, or poorly welded seams are unacceptable and must be corrected through removal and reinstallation of defective sections. Clean and paint disturbed surfaces to match surrounding areas, thoroughly clean the compartment, remove protective coverings, and leave the area ready for use and meeting sanitary requirements. Upon completion, remove drain plugs, verify drains are clear and free flowing in the presence of the COR, submit any required condition reports, conduct a joint walkthrough inspection, and protect the newly installed deck covering for the remainder of the contract period.
