UPGRADE SURVEILLANCE SYSTEM - DOJ Project Description The Crownpoint Corrections Department requires the replacement and upgrade of its existing surveillance system to ensure continuous 24-hour monitoring in compliance with nationally recognized detention facility standards and federal oversight requirements. Guidance from the National Institute of Corrections (NIC) and standards established by the American Correctional Association (ACA) require constant supervision of detainees to maintain safety, security, and liability protection. The current surveillance system is non-operational. Cameras are not recording, and there is no capability to review footage in critical areas. This deficiency has already impacted the facility's ability to provide video evidence for incidents, including those associated with federal tort claims, creating significant liability exposure. Objective The objective of this project is to procure, install, configure, and fully implement a modern, fully functional surveillance system that: o Provides continuous 24/7 video monitoring and recording o Enables reliable video playback and retrieval Enhances facility security and operational oversight o Ensures compliance with NIC and ACA standards o Reduces institutional risk and liabilitySystem Replacement and Installation o o o Remove and properly dispose of or decommission existing non-functional surveillance equipment Page 10 of 34 Furnish and install a complete surveillance system, including all required hardware and software components Install and configure a Network Video Recorder (NVR) system with RAID configuration for redundancy and data protection 3.2 Equipment and Components The system shall include, but is not limited to, the following: o o Milestone Husky NVR with RAID configuration 4- post 2U sliding NVR rack mount kit Remote KVM assembly kit o o Dell Video Wall Server o Dell Video Operator/Client PC o Dell 24-inch monitor(s) o o Samsung BED Series TV(s ) for video wall display Full-motion large display mount kit (43"-90", 120 lb capacity) o Milestone video management software licenses 3.3 System Configuration and Integration o Configure all hardware and software for full system functionality o o o Ensure all cameras (existing or new, if applicable) are integrated into the system Establish secure network connectivity for monitoring and data storage Configure user access controls and permissions Ensure system supports real-time monitoring and historical playback 3.4 Video Monitoring and Storage o o o Provide continuous 24-hour recording capability Ensure sufficient storage capacity for retention in accordance with facility policy and applicable standards Configure RAID storage for redundancy and data protection 3.5 Testing and Commissioning o o Perform full system testing to ensure all components are operational Verify recording, playback, and video retrieval functionality Conduct system acceptance testing with facility staff 3.6 Training o Provide on-site training for designated staffProvide user manuals and system documentation
