The work consists of retrofitting the existing hydraulic structures at the John P. Murtha Locks and Dam by installing Government-furnished Floating Mooring Bitts into contractor-fabricated embedded steel frames on the existing river chamber middle wall. The project requires complex in-the-wet construction methods within an active navigation lock. Work includes the design, fabrication, installation, and removal of two structural steel dewatering boxes (cofferdams) used to provide dry working conditions for the retrofit activities. The contractor shall perform all required demolition and modification of existing structures, including concrete wire-sawing, core drilling, demolition of lock wall recesses, and cast-in-place concrete integration. Existing facilities must be protected during construction, and any damaged or altered portions shall be repaired or replaced so that conditions at project completion are equal to or better than those existing before construction began. The contractor shall provide and operate a fully compliant floating plant, including crane and deck barges and support vessels, within the active river chamber. Work also includes fabrication and installation of heavy structural steel embedded anchorage frames, salvage and installation of Government-furnished Floating Mooring Bitts, and commercial diving services to support underwater inspections, rigging activities, and cofferdam sealing operations.
