Retrofit existing hydraulic structures within an active navigation lock through the installation of Government-furnished Floating Mooring Bitts into contractor-fabricated embedded frames on the existing river chamber middle wall. The work requires complex in-the-wet construction methods, including the design, fabrication, installation, and removal of two structural steel dewatering boxes (cofferdams) for the installation of the floating mooring bitts. Existing structures must be protected from damage during construction, and any altered portions must be repaired or replaced to match existing conditions, with the completed work left in a condition equal to or better than before construction began. The work includes providing, operating, and mooring a fully compliant floating plant consisting of a crane/deck barge and push boat within an active river chamber; fabricating, installing, and sealing dewatering boxes against lock monoliths for a maximum duration of 90 days; performing concrete wire sawing, core drilling, demolition of existing lock wall recesses, and cast-in-place concrete integration; fabricating heavy steel embedded anchorage frames and salvaging and installing Government-furnished Floating Mooring Bitts; and supplying certified commercial diving teams to support underwater inspection, rigging, and cofferdam sealing. All work shall be completed within 730 calendar days after issuance of the Notice to Proceed. The Method of Contractor Selection has not been determined at this Time.
