Demolition, site work, paving, new construction and addition to a mixed-use development in Lexington, Kentucky. Conceptual plans call for the construction of a transportation facility; for the addition of a transportation facility; for the demolition of a transportation facility; for site work for a transportation facility; and for paving for a transportation facility.

LFUCAB has identified the following scope of services. LFUCAB intends to work with the selected firm to refine this scope to ensure compatibility with the TAP, now identified as the Future LEX, the Program Manager's program controls framework, and the CMAR delivery approach. LFUCAB completed its Terminal Area Plan ("TAP") in 2025. The TAP establishes a comprehensive phased development program for the renovation and expansion of the terminal complex at Blue Grass Airport. The Future LEX program identifies a new concourse and terminal expansion as a priority capital investment and specifically recommended the CMAR delivery method as best suited for this project. This RFQ is being issued to procure an Architect to serve as the Prime Consultant to design a new concourse and terminal expansion with associated airside and landside improvements. The project is anticipated to include (but may not be limited to) approximately eight (8) new aircraft gates (with potential future expansion), new terminal headhouse, passenger gate lounges, concessions, restrooms, passenger boarding bridges, apron improvements, and all associated building systems. The new concourse will connect to the existing terminal and will be designed to operate concurrently with ongoing airport operations during construction. This will require phased construction planning and coordination with TSA, airlines, and other airport tenants. The selected Architect will provide comprehensive design services and be engaged in early conceptual design through construction administration and project closeout. Working closely with the Program Manager (HDR, Inc.), the Airport, and -- once selected -- the CMAR, the Architect will be a primary driver of design quality, regulatory compliance, stakeholder requirements, and coordinate with the Program Manager, and CMAR to achieve a target value design. Professional services for enabling projects -- including terminal road relocation and parking expansion, fuel farm relocation, and other Phase I enabling works -- are already being performed under separate contracts and are not within the scope of this solicitation.
