The Owner has selected three (3) Offerors from the Offerors who submitted SOQ for the Project described below to submit Proposals pursuant to this REQUEST FOR PROPOSALS ("RFP"). By submitting a Proposal, the Offeror represents that it has carefully read the terms and conditions of this RFP, including all attachments and addenda, and agrees to be bound by them. The City of Dunedin reserves the right to accept such bids/proposals, as are in the best interests of the City, to waive informalities, or to reject any oral bids/proposals. Bids/proposals which are incomplete or which are not submitted in accordance with the instructions may be disqualified. The City of Dunedin is proposing to design and construct a multi-level parking structure to further increase parking capacity in its downtown area, which is known for its walkable streets, vibrant local businesses, and frequent special events. The subject property for the proposed structure is an existing surface parking lot as referenced in the existing condition plan provided as part of the drawing documents. Key design considerations for this project are as follows: 1. The D/B Contractor shall provide construction documentation at the SD, DD, 75% CD, and 100% CD levels. The D/B Contractor shall inform the Owner, in the RFP response if there is an intent to submit construction documentation based on bid packages, beyond the SD submission. 2. The parking structure is located at the intersection of Douglas Avenue and Scotland Street in Dunedin. 3. The existing surface parking spaces along E Honey Lane need to remain and potentially be converted to EV spaces. All EV spaces are intended to remain outside of the garage footprint. 4. The parking structure is intended to serve visitors & local residents of Dunedin and to support downtown economic activity and development. 5. The three (3)-level parking structure consists of the following (also refer to Drawings): a. The garage main entry/exit is to be located along Douglas Avenue. b. A secondary entry/ exit lane on Scotland Street will serve only during special events and will not be open during normal operations. C. Stair and elevator tower at the Northwest corner d. Only one elevator is required per code. Second stair on the Southeast corner. e. Golf cart parking spaces are located on the Southeast side of the garage 6. The D/B team will be responsible for the facilitation, acquisition, zoning and costs for building permits. 7. Standard parking spaces shall be 9'-0" wide x 18'-0" deep at 90-degree parking angle. Spaces dedicated for golf cart parking will be 6'-0" wide x 10'-0" deep where indicated on the drawings. Accessible parking spaces are sized to meet applicable code requirements. 8. The design and construction of the parking structure shall comply with all Federal, State, and Local code and accessibility requirements. 9. The BOD for the parking structure is based on a precast concrete structural system. The stair/elevator tower and secondary stair shall also be of precast concrete construction. Proposers may provide an alternate with their submission for a post tensioned cast-in-place concrete structural system but must assure that the design intent is maintained, and the durability and life expectancy is met. A hybrid system of steel/concrete is not an acceptable structural system alternate.
