An additional placeholder elementary school, with a state rated capacity of at least 725, is planned for future years to address growth. This school will either be located in the southern areas of Frederick City or on the eastern side of Frederick City, depending on which area has a greater need at the time of planning. A new school in the southern area could help balance enrollments at Tuscarora ES, Ballenger Creek ES, Orchard Grove ES and surrounding schools. A new school on the eastern side of Frederick City could help balance enrollments at Parkway ES, Spring Ridge ES, Blue Heron ES and surrounding schools. The Board of Education owns approximately 13 acres of land for a potential elementary school in the Ballenger Run subdivision near Ballenger Creek Pike. The County purchased a nearly 20-acre elementary school site near Gas House Pike and Linganore Road in 2024. The project is included in the City's 2027-2032 Capital Improvement Program (CIP).
