New construction of a recreation facility in Toronto, Ontario. Design plans call for the construction of a recreation facility.
Future Phase 2 construction at 251 Staines Road (formerly addressed 311 Staines Road) for an auditorium. TIMELINE: Project planning and designs are ongoing. Owner is finalizing approvals from the city of Toronto. Construction for Phase 1 may begin November 2026; details are followed on a separate report. Scope of work has yet to be confirmed. Project timelines are pending owner's decision to proceed. Further update early spring 2027. *Project has secured funding from all 3 levels of government + community funding for approx. $35 million. This report reviews and recommends approval of the application to amend the Official Plan and Zoning By-law to permit a non-profit community centre and recreational sports field (Phase 1 of the development) and an auditorium (future Phase 2) at 251 Staines Road (formerly addressed 311 Staines Road). The proposal is located on City-owned land, which is subject to a land lease agreement with the Tamil Community Centre for the construction and operation of a non-profit community centre.
