Project The redevelopment of the landscape at the base of Scott Tower. Site work shall include: demolition, cast-in-place cement concrete stairs and ramps; repairs to existing concrete slab; stone masonry, repointing of existing stone masonry; integral colored and stamped concrete pavement; bituminous concrete pavement; furnishment and installation of hand railings and guard rails; landscaping; removal and replacement of spiral staircase; graffiti removal and anti-graffiti coating application; and all ancillary work. Contractor Qualification DCAMM Certificate Required for DCAMM contracts over $150,000, Highway Division contracts over $50,000. Sub Bid Category Masonry Misc. and Orn. Iron. This project is being funded using Federal Funds. Respondents will be verified for their eligibility to receive Federal Funds. City reserves the right to reject any and all bids if in the city's best interest. All Filed-Sub-Bid questions or requests for information shall be submitted in writing via email to morrowj@holyoke.org by September 23, 2026 at 4:00 PM. The answers will be issued via addenda to all bid holders no later than September 28, 2026. General bids and sub-bids shall be accompanied by a bid deposit, in an amount not less than five percent (5%) of the bid amount, in the form of a Bid Bond; cash; or a certified check; or a treasurer's check; or by cashier's check issued by a responsible bank or trust company, made payable to the City of Holyoke. The successful General Bidder shall furnish a Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the Contract Price, from a surety company authorized to do business in the Commonwealth of Massachusetts and satisfactory to the Awarding Authority. The Awarding Authority reserves the right to reject any or all bids, and/or waive any informality, if it is deemed to be in the public interest so to do.
