Questions concerning this solicitation must be delivered in writing to: Or faxed to: Felisa Gárate Senior Procurement Manager Somerville City Hall Procurement & Contracting Services Department 93 Highland Avenue Somerville, MA 02143 Or emailed to: fgarate@somervillema.gov 617-625-1344 Question Deadline 09/16/2026 at 2:00 PM ET Project Vision and Scope of Work Goals and Objectives The primary goal of this project is to identify feasible, effective, and cost-efficient methods for expanding tree canopy and vegetation in Somerville's constrained public right-of-way while improving tree health, reducing infrastructure conflicts, and maintaining safe and accessible sidewalks. The project objectives are to: 1. Improve growing conditions and long-term health for trees planted in the public right-of-way. 2. Identify strategies for expanding tree canopy and vegetation in locations where conventional planting approaches are difficult or infeasible. 3. Reduce urban heat island effects and support climate resilience. 4. Minimize conflicts between tree roots, sidewalks, sewer mains, and other public infrastructure. 5. Improve sidewalk durability, safety, and accessibility for persons with disabilities and other pedestrians. 6. Develop practical guidance that can be incorporated into future City tree planting and sidewalk reconstruction projects. 7. Identify approximately 100 tree planting sites for a subsequent pilot project, generally organized into groups within contiguous areas, and develop implementation-ready documents for those sites and associated streetscape improvements. 8. Incorporate input from residents, community organizations, City stakeholders, and project partners, with particular attention to environmentally burdened populations. 9. Develop findings and tools that may be transferable to other municipalities facing similar challenges. Scope of Work The project will include four primary phases: (1) Assessment and Research, (2) Community and Stakeholder Engagement, (3) Assessment Report and Urban Tree Planting Toolkit, and (4) Pilot Site Selection, Design, and Construction Documents. The timing of phases may overlap. The consultant will work closely with the City project team throughout all phases of the project. Project Coordination The consultant will participate in biweekly meetings with the City project team throughout the project. Meetings will be used to discuss project progress, schedule, budget, challenges, decisions, upcoming deliverables, research findings, recommendations, site selection, and design development.The consultant shall: o Attend and actively participate in biweekly project meetings. o Provide meeting notes documenting key discussions, decisions, and action items. Coordinate the preparation and review of project work products. o o Identify potential project issues or challenges in a timely manner. o Incorporate City feedback into subsequent work products, as appropriate. o Coordinate with relevant project partners and stakeholders.
