The City of Boyne City is requesting proposals from qualified roadway contractors to provide progressive construction services for the Business Park Road Repair Project. The City is seeking a contractor with demonstrated experience in municipal roadway rehabilitation and reconstruction projects. The selected contractor will evaluate existing roadway conditions, recommend cost-effective pavement rehabilitation or reconstruction alternatives, provide pricing for each alternative, and complete approved roadway improvements. The project will utilize a two-phase approach: Phase 1 - Roadway Evaluation, Recommendations, and Pricing The selected contractor will evaluate existing roadway conditions, review available pavement information, recommend rehabilitation or reconstruction alternatives for each roadway segment, and provide estimated construction costs for each option. Phase 2 - Construction Services Following completion of Phase 1, the City will review the contractor's recommendations and determine the preferred project scope. The City of Boyne City is planning roadway improvements within the Boyne City Business Park. The project consists of the following roadways: Altair Drive Air Industrial Park Airview Drive Lexamar Drive Moll Drive Questions regarding this Request for Proposals shall be submitted in writing to: Jennifer Eads Executive Assistant City of Boyne City 319 North Lake Street Boyne City, MI 49712 Email: jeads@boynecity.gov Phone: 231-582-0336 All questions must be received no later than September 18, 2026. Phase 1 - Roadway Evaluation, Recommendations, and Pricing The selected contractor shall self-perform Phase 1 services, including: Review the City's 2023 PASER pavement condition assessment. Conduct field evaluations of all project roadways. Evaluate pavement conditions, drainage, curb and gutter, shoulders, and related roadway features. Identify roadway segments requiring different treatment approaches. Determine the most cost-effective rehabilitation or reconstruction strategy for each roadway segment. Provide written recommendations explaining the basis for each proposed treatment. Provide estimated construction costs for each recommended alternative. Provide estimated service life expectations for each alternative. Identify advantages, disadvantages, and anticipated maintenance requirements of each option. Phase 2 - Construction Services If authorized by the City, the selected contractor shall provide construction services and furnish all labor, materials, equipment, supervision, and incidentals necessary to complete the approved roadway improvements. Construction services shall include: Preparation of a detailed construction schedule. Coordination with City staff and Business Park businesses. Maintaining access to businesses throughout construction whenever practical. Traffic control. Roadway rehabilitation and reconstruction activities. Drainage improvements. Restoration of disturbed areas. Final cleanup and project closeout. If Phase 2 construction services are authorized, the contractor shall provide: Performance Bond A performance bond in the amount of one hundred percent (100%) of the construction contract amount guaranteeing completion of the work in accordance with the approved contract documents. Payment Bond A payment bond in the amount of one hundred percent (100%) of the construction contract amount guaranteeing payment to subcontractors, suppliers, and laborers for work performed under the contract. The City reserves the right to: Reject any or all proposals. Request clarification or additional information. Award Phase 1 services only. Proceed with Phase 2 construction through the selected contractor. Advertise Phase 2 construction separately. Modify the project scope based on funding and priorities. Negotiate contract terms and pricing. Cancel the solicitation if determined to be in the City's best interest.
