The City of Pawtucket is advancing the relocation of City Hall administrative offices and municipal operations to its city-owned facility at 100 Freight Street, Pawtucket. To accelerate occupancy, the project has been divided into two phases. Phase One has been completed and is fully operational within the building's east wing. This Request for Proposals (RFP) is limited to Phase Two, which includes the build-out of the remaining first-floor area totaling approximately 42,000 gross square feet. The City seeks qualified Construction Managers (CMS) with demonstrated success delivering projects of similar size and complexity. The selected CM will provide pre-construction, bidding, construction, and closeout services under a CM at Risk delivery method with a Guaranteed Maximum Price (GMP). The project is subject to prevailing wage requirements. The Construction Manager will be retained under a single contract covering both pre construction and construction services. The agreement will be based on a modified AIA A133-2019 Standard Form of Agreement Between Owner and Construction Manager as Constructor, with compensation consisting of the Cost of the Work plus a Fee, subject to a GMP. The GMP shall include all direct construction costs, general conditions, general requirements, bonds, insurance, contingency, overhead, and profit. No security deposit will be required during the pre-construction phase. Upon commencement of construction, the CM shall furnish 100% performance and payment bonds covering the full GMP amount.
