Project Description: 9101 John Hicks Way was purchased by Louisville Metro Government for the purpose of developing affordable housing. In order to meet this goal , a property survey and feasibility study must be conducted for access improvements onto the property, with consideration given to topographical and utility challenges (Outlined in Scope of Work). This project consists of conducting a feasibility study for potential access improvements at 9101 John Hicks Way. The purpose of the study is to evaluate and compare two entrance alternatives, determine their engineering feasibility, and provide preliminary cost estimates to support decision-making. We are including the Minor Subdivision Plat that was completed in 2023 for review. Please be aware of gas transmission pipeline along Dixie Highway, as this restricts access due to not being able to modify/drive over it. Scope of Services 1. Survey Services Perform a topographic survey of the subject property and frontage along John Hicks Way sufficient to support the feasibility study and preliminary design efforts. Services include: Survey of the project site. Survey of frontage along John Hicks Way. Collection of existing surface features necessary for conceptual entrance design and grading analysis. 2. Feasibility Study Develop conceptual designs by analyzing and evaluating the feasibility of creating access to the property at 9101 John Hicks Way for the purposes of residential development, including: o A right-in/right-out access entrance. Rigid pavement section. o Preliminary retaining wall location and profile, as required. o Conceptual entrance design. Preliminary assessment of required access easements/additional properties, including cost estimate of purchasing if needed for access. Proposed grading improvements. Preliminary retaining wall location and profile, as required. Note: Detailed retaining wall design and construction plans are excluded from this scope.
