Provide approximately 47,408 tons of flexible base material for delivery to levees within the Lower Rio Grande Flood Control Project. The work includes furnishing and delivering flexible base material to multiple designated reaches along the South, East, West, and North levees, as well as delivering material to a stockpile location at the Mercedes Field Office. Deliveries shall be completed in the quantities specified for each reach, with the total aggregate requirement not to exceed 47,408 tons without prior written approval. The contractor shall provide all materials, transportation, labor, equipment, and associated costs necessary to supply and deliver the flexible base material in accordance with the Performance Work Statement and Bill of Materials. Pricing shall include all applicable costs, taxes, and delivery requirements. Vendors must comply with applicable personal protective equipment requirements when accessing project sites. Award will be based on the Lowest Price Technically Acceptable (LPTA) methodology. Any questions related to this solicitation shall be submitted to suzette.smith@ibwc.gov via-email: no later than 2:00 pm MDT, September 26th, 2026. Any questions received after this deadline may not be answered unless deemed significant by the Contracting Officer.
