The Design-Build Method of Construction shall be utilized to select the highest ranked offeror and a negotiated Agreement with a Guaranteed Maximum Price to construct the second access road . Certain Tasks of preliminary engineering by the firm of Kimley-Horn will be made available to the highest ranked offeror (Route Alignment, Survey, Geotechnical Report, and NEPA). The AMLER grant may have up to approximately$4,206,000.00 available for the project-final budget allocation from Virginia Energy to be determined.
