Site work and renovation of a mixed-use development in Ann Arbor, Michigan. Completed plans call for the renovation of a swimming pool; and for site work for a swimming pool.

The purpose of this Request for Proposal (RFP) is to select a firm to provide licensed pool contracting services for the replacement of existing pool liners within City of Ann Arbor pool facilities. The City of Ann Arbor, Michigan is seeking proposals from qualified and licensed pool contractors to provide professional services for the replacement of existing vinyl pool liners at select City aquatic facilities. The City intends to select a qualified Contractor to perform the pool liner replacement work described herein . Due to funding availability and budget considerations, the City reserves the right to award work for any combination of pools, ranging from one (1 ) pool to all four (4) pools included in this Request for Proposal . Respondents shall provide separate pricing for each individual pool, including all labor, materials, equipment, mobilization, and associated costs necessary to complete the work. The City will evaluate proposals based on the submitted pricing and may award the contract for the number of pools that can be accommodated within available project funding. The project includes the removal and replacement of existing vinyl liner systems at four (4) public swimming pools. The pools were originally constructed with marcite finishes and were subsequently retrofitted with vinyl liners. The existing vinyl liners have reached the end of their useful service life and are exhibiting deterioration and failure that necessitate replacement. The selected Contractor shall remove the existing vinyl liners and thoroughly inspect the underlying marcite surfaces. All necessary cleaning , preparation, patching, and repair work required to provide a sound substrate shall be completed prior to installation of the new liner systems. Upon completion of these repairs, each pool shall be relined with a new vinyl liner in accordance with industry standards and manufacturer requirements. The project encompasses a total of four (4) pools located at three (3) facilities: Veterans Park: One (1 ) pool o . Buhr Park: Two (2) pools Fuller Park: One (1 ) pool Because the condition of the underlying marcite surfaces cannot be fully determined until the existing liners are removed, an allowance shall be established to address repairs and remediation of deficiencies discovered during construction. Use of the allowance shall require authorization by the City. All work shall be scheduled outside of normal pool operating seasons to minimize impacts to public services. Project implementation shall be prioritized in the following order: 1. Veterans Park 2. Buhr Park 3. Fuller Park The Veterans Park and Buhr Park pools operate seasonally from Memorial Day through Labor Day. The City's preferred approach is to complete relining of the Veterans Park pool during Spring 2027, in advance of the 2027 pool season. Relining of the Buhr Park pools may occur either during Spring 2027, prior to the pool season, or during Fall 2027, following the close of the 2027 season . The Fuller Park pool operates on an extended season, generally opening approximately three weeks before Memorial Day and remaining open until approximately three weeks after Labor Day. As a result, relining of the Fuller Park pool is anticipated to occur either during Fall 2027, following the 2027 season, or during Spring 2028, prior to the 2028 season. Each bid must be accompanied by a certified check or Bid Bond by a surety licensed and authorized to do business within the State of Michigan, in the amount of 5% of the total of the bid price.
