The purpose of this RFP is to solicit Proposals from qualified Respondents to provide comprehensive Utility Supervisory Control and Data Acquisitions (SCADA) Integrator Services to support maintenance, provide emergency support, and professional services for various projects. The intent of the County is to select two (2) of the most qualified Contractors in each work category and enter into contract(s) based upon the Evaluation Criteria provided herein. The County reserves the option to award contracts to more or fewer than two (2) Contractors if it serves the County's best interest. Respondents may seek to be prequalified in more than one (1) category. The County's Designated Point of Contact for this RFP is Kayla Lauro, Procurement Coordinator, St. Johns County Purchasing Department. Any and all questions and/or inquiries shall be directed to the Designated Point of Contact in writing, via email at klauro@sjcfl.us. In the event the Designated Point of Contact is absent or otherwise unavailable for more than three (3) business days, firms may contact Purchasing Department, via email at SJCpurchasing@sjcfl.us. Any and all questions and/or inquiries related to this RFP shall be directed, in writing, to the Designated Point of Contact as provided above, by or before four o'clock (4:00PM) EST on Wednesday September 30, 2026. Any questions received after this deadline will not be addressed or clarified by the County, unless it is determined to be in the best interest of the County to do so. The County reserves the right to extend the Submittal Deadline for Proposals in order to clarify or answer questions as necessary to serve the best interest of the County. The County reserves the right to accept or reject any or all Proposals, waive minor formalities and irregularities, and to award to the Respondent that serves the best interest of the County. The County is seeking to prequalify Contractors with proven expertise in a range of SCADA integration services for a multi-year contract to furnish labor and necessary materials, as determined for each individual project. The St. Johns County Utility Department (SJCUD) operates nine (9) Water Treatment Facilities, ten (10) Water Reclamation Facilities, twelve (12) Water and Reclaimed Water Booster Stations, and over 505 Lift Stations throughout the County, which are monitored and controlled via the SCADA system. The SCADA system primarily communicates via digital radio, with some hard-wired network and cellular communications. The method of Contractor Selection has not been Determined at this time.
