The project consists of installation of approximately 28,100 feet of 12-inch HDPE by open-cut, jack and bore, and horizontal directional drill methods. The Owner requires the Project to be Substantially Completed within 180 calendar days after the date when the Contract Time commences to run and complete and ready for final payment within 210 calendar days after the date when the Contract Time commences to run. Project Time shall be based upon the following milestone date: A minimum of 30% of the project's value DBE/MBE Participation:2.5% ; WBE Participation: 3.0% Commodities (Supplies) MBE 4% WBE 11% Contractual (Services)MBE 8% WBE 30% Equipment MBE 5% WBE 20% Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing. The Owner has obtained the NPDES permit application. The permit application will be transferred to the Contractor and the Contractor shall provide inspections and shall be responsible for implementation and continuation of Best Management Practices Plan (BMPP) until permanent vegetation is established upon the entire project and ADEM has approved termination of the NPDES permit. Also includes all equipment, material, and labor associated with clearing and grubbing, removal of vegetation and spoils from site, mulching, dewatering, backfill, construction fencing, topsoil, cleanup and all related items required for a complete job. Payment shall be lump sum. Installation of Sewer Force Main and Casing by Open Cut, Insertion into Casing, Jack and Bore, or HDD: Includes all materials, equipment, tools, and labor required to completely furnish and install piping including, but not limited to, trench excavation, rock excavation (if required), compaction, pipe bedding, dewatering, pipe installation, backfill, piping, tracer wire, pipeline markers, fittings, inserting into casing, spacers and end seals, jacking, thrust walls , concrete thrust blocks, drilling, reaming, pit excavation, casing pipe, drilling fluid, transition fittings, longitudinal anchors, joint restraints, water, dewatering, slurry removal and disposal, clean-up, grassing, testing, disinfection, rock boring (if required), removal and replacement of small miscellaneous structures interfering with construction, and all related items. Payment shall be Lump Sum. - Installation of Casing by HDD - Railroad Crossing: Includes all materials, equipment, tools, and labor required to completely furnish and install piping including, but not limited to, rock excavation (if required), compaction, pipe bedding, dewatering, pipe installation, backfill, piping, tracer wire, pipeline markers, fittings, inserting into casing, spacers and synthetic rubber end seals with stainless steel connections, concrete thrust blocks, drilling, reaming, pit excavation, casing pipe, drilling fluid, transition fittings, longitudinal anchors, joint restraints, water, dewatering, slurry removal and disposal, clean-up, grassing, testing, disinfection, rock boring (if required), removal and replacement of small miscellaneous structures interfering with construction, and all related items . Includes all coordination with Norfolk Southern, flagging expenses, and all items required by the Norfolk Southern permit. Payment shall be Lump Sum. Manual Blow-Off Valve: Includes all labor, material, and equipment associated with excavation (including rock excavation), meter box, manual blow-off valve assembly, connection to main, internal piping, fill as indicated in the Plans, compaction, cleanup and restoration, testing, and all related items for a complete job. Payment shall be per each.
