MnDOT requests letters of interest for services to conduct regional traffic modeling and evaluation for the Highway (Hwy) 13 reconstruction anticipated to begin in 2027 with the potential to continue through 2028 and 2029. The modeling and evaluation work will provide detailed analysis of how construction staging, along with numerous concurrent State and county projects, will affect congestion, travel times, and diversion patterns in the southwest Twin Cities area. The Hwy 13 corridor will undergo multi year reconstruction using temporary and new pavement while maintaining limited lane capacity, and several other major projects, such as work on Interstate 494 (I 494), Hwy 62, and Hwy 169, are expected to compound regional traffic impacts. The requested work will help the State understand these system wide effects and determine whether adjustments to staging or detours are needed to minimize disruption to the traveling public.
